Planning staff informed the commission that the city's housing element has received a pre-approval letter from the California Department of Housing and Community Development (HCD), allowing the city to proceed with public hearings on the draft.
Staff (Le) said the housing element is a chapter of the general plan and that the current update covers the 2023'to-2030 cycle. The draft housing-element document and the HCD letter are available on the Planning Division website; staff said the entire 400-page document will not be printed in the meeting binder, and commissioners were asked to review the online materials in advance of the March 17 Planning Commission meeting.
Staff characterized the pre-approval as a milestone and said the housing element will be scheduled for a public hearing on March 17 so the commission can review the draft and forward recommendations to the City Council as appropriate.
