Saline County awards CDBG construction contract for senior services center

Saline County commissioners on April 7 voted 5-0 to award the Community Development Block Grant construction contract for the county Senior Services facility to Harbon Construction.
Rosie Walter, senior services director, told the commission the project scope includes reconstructing approximately 2,600 square feet of parking, adding 5,300 square feet of new parking, installing lighting and walkways, replacing roughly 3,600 square feet of sidewalk with ADA‑compliant ramps, and replacing about 6,935 square feet of roofing with a modified bitumen system. Walter said landscaping will be procured separately and that the North Central Regional Planning Commission confirmed the CDBG award can fully cover alternates and landscaping.
Walter said Harbon Construction submitted the lowest responsive bid and staff recommended awarding the base bid plus several alternates (trash enclosure, lamp posts, yard sign base and flood lighting). The staff summary gave a total project award of $937,460, with $712,460 funded through the CDBG grant and a $225,000 local match split by percentage between the county and grant requirements. The motion to approve RFA 2026‑46 as presented passed by voice vote, 5-0.
Commissioners asked about solar and signage details; Walter said the contractor will coordinate with Hutton on rooftop solar and that an Earl Bane grant provided $20,000 toward a sign foundation, with additional fundraising or grants needed for a larger digital sign.
