Sanford commissioners agree to re‑evaluate outsourcing, ask budget staff for targeted analysis

Sanford commissioners on March 28 agreed to re‑examine options for outsourcing select municipal services and asked staff to include a targeted analysis in the budget process.
The discussion, part of a broader review of city manager goals, centered on whether contracting out work such as janitorial services, landscape maintenance or energy‑efficiency projects could reduce payroll pressures and free staff for core functions. Commissioner Britain said the city should ‘‘re‑evaluate what that might offer us’’ but acknowledged upfront costs and possible losses of employee benefits.
Other commissioners emphasized tradeoffs. One member pointed to past energy‑efficiency proposals that required large upfront financing and did not go forward. Another noted that some current contracts are essentially vendor arrangements rather than full outsourcing, and that stronger contract management—not outsourcing alone—could improve results.
Commissioners asked staff to return with a short list of candidate services, an estimate of upfront and ongoing costs, and potential impacts on staffing and benefits. They proposed including the analysis in department budget submissions so commissioners could consider outsourcing alongside other budget choices.
The work session produced no action vote; commissioners reached consensus only to pursue further study and to flag outsourcing options for the budget process. Staff said they will bring back cost estimates and implementation options during budget development.
