Putnham County to pursue full federal funding to reconstruct Rody Road after HMGP match covered

Putnham County will pursue a Hazard Mitigation Grant Program (HMGP) funding agreement to reconstruct Rody Road after staff reported the grant appears to be in final approval and that additional leftover disaster funds could cover the previously required 25% local match.
Public works director Mr. Stout told the board the county had initially seen a 75/25 federal/local split under the HMGP award. Subsequent communications indicated leftover funds from a prior disaster allocation could be applied to cover the 25% match, which would result in the county receiving the work at no local cost.
Commissioners discussed the public purpose served by restoring Rody Road — including safe ingress and egress — and several commissioners said the combination of grant funding and no local match made proceeding an easy decision. The board voted to authorize staff to move forward with the grant agreement when and if it arrives.
Quoted: “We are anticipating a 100% funded project for Rody Road reconstruction if the board would like us to move forward when and if that funding agreement is received,” Public Works Director Mr. Stout said. Commissioner Peliser described the decision as a “no‑brainer” because it uses outside dollars and restores a road damaged by a hurricane.
Next steps: Staff will execute the funding agreement when it arrives and proceed with project delivery steps in coordination with emergency management and public works.
