City public‑works staff described the Line C‑1 storm‑drain project (City Project 6003) and recommended awarding the construction contract to the lowest responsive bidder, WICA.
Staff said engineering plans estimated construction at $6.2 million; 10 bids were received and WICA submitted the lowest responsive bid of $6,392,369. The council authorized the city manager to execute the construction agreement (not to exceed WICA’s bid plus a 10% contingency), to secure necessary easements and to execute a revised funding agreement with Riverside County Flood Control and Water Conservation District. Staff indicated construction would begin in mid‑May if the award is finalized and required easements and utility relocations are secured.
The staff presentation also noted the county’s funding commitment had been increased from $3.8 million to just over $8 million in the updated agreement included in the staff report. The council voted unanimously to award the contract.
Members of the public asked whether the new drainage alignment would reduce sand and debris flows during storms; staff responded that intercepting upstream water will reduce street‑level washouts and sediment movement.
Construction is expected to continue into 2027.
