Council receives and files AB 2561 report on vacancies, recruitment and retention

Nevada City councilors on May 14 received and filed the city’s AB 2561 report summarizing vacancies, recruitment and retention efforts for calendar year 2024.
City Manager Sean said the city’s overall average vacancy rate for 2024 was approximately 3%, with a higher rate in the miscellaneous bargaining unit. He and staff identified water/wastewater operator roles as the most difficult to fill; the city used "operator in training" (OIT) hires and acting assignments to maintain operations.
"The biggest driver of that overall percentage of 3% — which is really 5% within the miscellaneous — is the water/wastewater operator 2 position," Sean said, describing two recruitments in 2024 that resulted in hiring an operator‑in‑training who requires further certification before working independently.
Staff noted two OITs are currently employed and that succession planning (creating a lead operator role and promoting internally) is part of the strategy to stabilize staffing. Council members asked about retention; staff said recent hires have largely remained in place and the city is working to promote OITs to certified operator 2 status as they complete required training.
There was no public comment on the hearing. Council voted to receive and file the AB 2561 report.
