The South Lake Tahoe City Council on May 20 awarded a $4,337,731 contract (plus a 10% contingency) to All‑American Construction Inc. for the 2025 road rehabilitation and drainage-replacement project, which covers streets including Herbert Road, Woodland Road, Walkup Road, Hobart Road, Aloha Road, Red Lake Road and War Road.
Public Works staff described the selection process, explained pavement-condition-index (PCI) criteria used to prioritize street segments and said the project includes minor storm-drainage repairs and a bid alternate to complete the Aloha Bashin portion of the upper Bijou Park Creek work. Funding sources include Measure S and utility in-lieu reimbursements; two reimbursement agreements with South Tahoe Public Utility District (STPUD) were before council to recover costs tied to utility trenching.
Several residents asked why some neighborhood streets that had previously been included in a five‑year plan were not scheduled or had been deferred. Staff said there are many competing needs and that the department will present next year's rehab list for council input; staff also affirmed that utility in-lieu fees paid by trenching utilities are being used to repave affected corridors within the current year's program.
Council approved the contract and associated agreements unanimously and authorized a $7,840 amendment to the Lumos design/inspection agreement for construction support services.
