Commissioners approve routine county business: Heflen Park bid notice, parks trailer purchase, jail generator service, grants and ARPA update

Parks Director Rich Day and DLZ Civil Engineer Connor Hickey presented a Notice to Bidders for a sanitary force main and lift station at Heflen Park; the notice will run Apr 22 and Apr 29, 2026, with an optional pre‑bid on Apr 30 and bid opening on May 11, 2026.
Day also presented quotes for a dump trailer for the Parks Department. The low responsive bid from Mayes Trailer Sales (Whiteland) for a new Black Behnke dump trailer was $18,388; the board accepted that quote.
Matron Bobbie Shake (joining by Zoom) presented a three‑year planned maintenance agreement with Cummins for the jail emergency generator: full maintenance and annual 4‑hour load bank tests at $5,515.31/year plus inspections at $673.60/year, a three‑year total of $19,123.74 to be paid from Jail funds. The board approved the renewal.
Lieutenant Dane Duke requested approval to apply for two advance grants to buy water rescue equipment: a CenterPoint Energy Community Safety Program grant for $2,470 and a REMC Operation Roundup grant for $1,232; both require budgets and have 12‑month grant periods. The commissioners approved submission of the applications.
Assessor Ginny Whipple presented two agreements with Don R. Scheidt & Company for appraisal services related to tax appeals: a verbal appraisal for Gateway Apartments ($4,650) and Phase 1 verbal appraisals for four pharmacy properties ($6,000) with Phase 2 written appraisals available if needed up to $3,600. The agreements will be paid from Assessor Reassessment funds and were approved.
Auditor Pia O'Connor presented the first‑quarter 2026 American Rescue Plan Act report and said there has been no activity since the end of 2024; $4,000,000 remains reserved for broadband. O'Connor will submit the report to the U.S. Treasury by month‑end. Commissioner Tony London said he is pursuing an extension of the spending deadline for the broadband funds, which is currently set for the end of 2026.
