Bartholomew County commissioners approve road closures for Hope fireworks, renew animal-control software

The Bartholomew County Commissioners on April 27, 2026 voted unanimously to approve road closures for two Hope fireworks events and to renew a software subscription used by Animal Control.
Commissioner Tony London, the board’s chair, opened the meeting at the Commissioners’ Chambers with Commissioners Carl H. Lienhoop and Larry S. Kleinhenz present. The commissioners accepted several routine items before taking up the road-closure request and an IT contract renewal.
Jacob Miller, identified in the submitted request as CEO of Heritage of Hope, Inc., asked the commissioners to close a portion of County Road 700 North—about one mile west of Hope—from the Haw Creek bridge at West Jackson Street to the intersection with County Road 670 East between 3:00 p.m. and 11:59 p.m. on June 26, 2026 and again on September 26, 2026 to allow fireworks during the Annual Hope Old-Fashioned Independence Day Celebration and the Hope Heritage Days Fireworks Show. Commissioner Larry S. Kleinhenz moved to approve the request; Commissioner Carl H. Lienhoop seconded and the motion passed unanimously.
IT Director Scott Mayes presented a renewal agreement with Comcate for Animal Control’s case-management and reporting software. The contract covers functions including case management, inspection and follow-up scheduling, citation issuance and GIS address integration; the one-year renewal cost is $6,824.48 and will be charged to the IT budget. Commissioner Carl H. Lienhoop moved to approve the renewal; Commissioner Kleinhenz seconded and the motion passed unanimously.
The board also received departmental reports. County Engineer Danny Hollander summarized recent highway crew work including crack sealing on Marr Road and 525 E, pipe installations and repairs, grading and stone on a series of township roads, rip-rap work on Jackson Street in Hope and laying millings along 200 S. Bartholomew County Animal Control Director Dean Satterfield submitted February and March case reports showing totals of 93 and 114 cases respectively (February: 6 animals picked up, 10 bite cases; March: 18 animals picked up, 10 bite cases), along with van mileage and other operational metrics. Veteran Services Officer Dillon Miller’s March report listed 52 monthly appointments (184 year-to-date), corrected walk-in totals and vehicle miles for VA trips.
