The preview said funds collected by the district can be used only for transportation projects and that the district's board is composed of all City Council members.
Warner said the council will decide on Monday when to schedule the public hearing on incorporation. Incorporation would change the procedural handling of district business, allowing council votes and hearings about the district to occur during regular meetings rather than in separate district sessions.
