McLennan County grants permit for Waco Rowing competition on Trading House Lake

McLennan County officials granted a mass-gathering permit to Waco Rowing on May 12 after reviewing safety plans for a multi-day rowing competition on Trading House Lake, the presiding official said at a hearing required under Section 751.006 of the Health and Safety Code.
The applicant, a representative of Waco Rowing, told the hearing the event will include about 10 teams and will be similar in size to a November race. "In November ... we had two head races. We had eight porta-potties ... and that was adequate," the applicant said, and added that restrooms at the training house would be available to participants and spectators. The organizer said the group had contracted Texas Star to provide on-water coverage overnight Saturday and all day Sunday rather than asking the sheriff’s office to field a boat and deputies for the event.
The presiding official summarized reviews from county agencies, saying the county health authority, the sheriff’s office and the emergency management coordinator investigated the proposed gathering and "found that the proposed mass gathering was not a danger to the public health or safety" and did not oppose granting the permit. For the record, the county health authority was represented by Dr. Bonner, the sheriff’s office by Captain Nixon and the emergency management coordinator by Ryan Decker; Dr. Bonner appeared by Zoom.
The presiding official asked whether anyone wished to speak for or against the permit; no members of the public rose to comment. After reviewing the application, the reports and the testimony given at the hearing, the presiding official said there was no reason to deny the request and declared the mass-gathering permit granted.
With no further business, a motion to adjourn was made and seconded and the hearing was closed. The permit allows Waco Rowing to proceed with the planned multi-day competition at Trading House Lake; specific operational details such as final team counts, hours and on-site staffing will be determined by the organizer in coordination with county officials as needed.
