Lebanon committee weighs school irrigation tap, meter program and lift-station repairs
Summary
The committee discussed a school’s request to tap city water for a soccer-field irrigation system (tap fees usually $2,000–$3,000), logistics for a meter/deduction program (meter cost reported at about $124 plus $10 admin and $5 annual fee), and vendor quotes after the low bidder withdrew for McKendry Park lift-station repairs.

Committee members and city staff spent the bulk of the meeting on multiple water and sewer items: a school request for an irrigation tap, implementation details for a newly passed meter/deduction ordinance, and quotes to repair the McKendry Park lift station.
On the school irrigation tap, staff explained the normal tap-in fee is $2,000 for residential and $3,000 for commercial connections and said the city could consider waiving labor charges and instead recover material costs. Staff offered to provide alternative cost estimates to committee members by the next meeting so the committee could consider formal action.
Members then reviewed the meter/deduction program authorized by ordinance. Staff reported they recently purchased meters at about $124 each and noted the ordinance framework discussed during prior meetings calls for selling meters at cost with a $10 one-time administrative charge and a $5 annual maintenance fee when the meter is returned. Staff said they will prepare registration and office procedures and confirm supply lead times.
On the McKendry Park lift station, the low bidder (ESA) sent a letter declining the work due to staffing shortages. The committee reviewed two other vendor price options: a combined scope from Lit/Litigan presented at roughly $9,125 and a higher proposal near $25,000. Staff advised the work is more complex than a simple pipe clamp because of confined-space entry and concrete and recommended contracting the job to a qualified vendor. The committee agreed to put the midrange estimate on the next meeting agenda for a recommendation.
Staff also reported the ambulance contract is expected back from counsel by the 23rd.
Next steps: staff will circulate tap-fee cost options, confirm meter procurement details and lead times, and place the recommended lift-station estimate on the next meeting agenda for formal consideration.
