Committee debates housing objectives; suggests energy-efficiency action steps and simpler priorities

Committee members reviewed the housing element and suggested streamlining objectives while adding practical action steps to reduce cost burdens for residents.

Members proposed inserting a direct action step encouraging energy-efficiency and weatherization programs — activities already run by local housing authorities — to help households spending more than 30% of income on housing. The suggestion was framed as an implementation step that the county can support through partnerships rather than a unilateral county program.

Dan reminded the group of the county’s limited direct authority over new housing development inside municipalities: "As a county, we have very limited ability to affect it," he said, urging coordination with cities, villages and regional partners on implementation strategies.

The committee also debated presentation choices in the draft plan. Some members found the color-coded priority key useful; others called it confusing for the public. The group agreed to keep priority markers but to simplify and standardize labels (for example: high/medium/low) and to consolidate overlapping objectives — one decision was to remove a specific sub-item (labeled E in the packet) and fold its 'quality affordable' language into a broader objective.

Members asked staff to draft revised housing objectives and action steps for committee review at the next meeting and to check existing departmental programs (weatherization, housing authority activities) for wording that can be pulled directly into the plan.
