Ashland County committee targets Oct. 27 public hearing and accelerated schedule for updated comprehensive plan

Sheldon, the consultant managing the comprehensive-plan update, told the Ashland County Comprehensive Plan Committee the process needs to move faster to satisfy planning grant requirements and meet statutory notice deadlines.
"We estimate that plan adoption process is going to be about three months," Sheldon said, describing a timeline that places visioning and goals work in April–May, map and narrative drafting through summer, public open-house activities in August–September and a recommended public hearing in late October.
The committee discussed calendar constraints that affect scheduling. Members noted that November board meetings conflict with budget work, December falls in the holiday period and the week after the Nov. election is used for canvassing; those constraints led the group to set Oct. 27 as the target hearing date and to plan the required public notice and newspaper submission in mid-September.
Sheldon emphasized notice mechanics and sequencing: the county must post a class-one notice and allow a 30-day review period for the public hearing, and the county’s printing deadlines mean materials should be ready for the newspaper roughly Sept. 15–24 so the hearing can proceed Oct. 27.
Committee members also discussed committee continuity through the board reorganization. Several members urged appointing the comp-plan committee at the reorganization meeting to avoid a two-month gap in work; the committee tentatively scheduled its next meeting for April 16 to keep momentum.
Next steps the committee agreed on included finalizing the September notice timeline, completing draft chapters through the summer, and working with staff to coordinate public open houses and local hearing logistics. The consultant and staff will return revised schedules and a hearing-notice draft for review before the September deadline.
The committee adjourned after setting the April 16 meeting date and confirming the Oct. 27 public-hearing target.
