The Belvidere City Council approved Ordinance 72H (second reading) authorizing the city to borrow funds through the Illinois Public Water Supply Loan Program to construct Well 11 facilities, a ground storage reservoir and booster pumps. The ordinance lists the estimated project cost at $11 million and council members said the work is necessary after older wells (Wells 3 and 4) were shut down because of performance and contamination issues.
City staff informed the council that the Illinois Environmental Protection Agency (IEPA) has indicated roughly $5 million in emerging contaminant funding may be available to the city for elements of the project that qualify as grant-eligible; staff said additional rounds of funding requests may be required to fully cover grant-eligible components. Council discussed the project's financing mix and noted the $11 million ordinance remains part of the overall financing plan to meet project deadlines and funding requirements.
The ordinance passed on council vote (roll call: eight in favor). Council also approved a related water system study and model update (Strand Associates, not to exceed $41,500) and several water-department capital purchases and bid awards that were presented during the meeting.
