Freeport council approves $1M STU match, multiple street and water contracts and engineering agreements

The Freeport City Council approved a set of infrastructure measures intended to advance this year’s street and water-main program, including local matches, engineering contracts and construction awards.
Manager Boyer told council staff had been notified by IDOT to move forward with several STU-funded resurfacing projects and requested a supplemental appropriation of roughly $1 million to cover the city’s 20% match. Council approved the appropriation by roll call (ordinance 2026‑20, vote 8–0).
Council also adopted two engineering agreements with Fairgram for design and construction engineering on water-main replacements and related street reconstructions (resolutions 2026‑41 and 2026‑42), totaling roughly $349,885 and $265,000 respectively.
Multiple construction bids for the 2026 program were awarded following staff recommendation: Package A (Demeter, Benton, North Stewart and water main) to Fishers at $2,479,388; Package B to Fisher Excavating at $1,604,723.40; Package C to Helm Group at $614,384.30. Council also approved a crack-sealing contract (Denler Inc., $105,777.93). All bid awards were approved by roll call votes as presented.
The council approved a separate resolution to accept a $100,000 DCEO reimbursement for a sewer-lining project and ratified other equipment purchases, including a sanitary-sewer lateral camera estimated at $21,398.98. Manager Boyer said annexation of the well-12 property (Forest Road / South Park) was presented for first reading to enable development of a new source-water well and treatment capacity; that item was a first reading only and will advance through required public‑hearing steps.
Council members asked staff to confirm material specifications for water-main replacements and to coordinate scheduling so construction season can proceed on time.
