Duke Park playground nearly finished but will remain closed until turf is installed, parks staff say

At the April 6 meeting of the Troy Board of Park Commissioners, parks staff reported that the playground installation at Duke Park is essentially finished but will remain closed until the new turf — which serves as the playground fall zone — is installed.
Parks staff member Mr. Drake said crews have made sufficient progress that “by the end of this week they should be wrapping that up,” but added that “we cannot open it until that turf is in place.” He told commissioners that the city opened bids for turf work for both Duke Park and Community Park and that Mscapes LLC was the lowest and best bidder; staff expects to move a contract forward for finalization.
Mr. Tedington told the board that, in his view, staff would not have to return to city council before finalizing the contract if the paperwork is in order, a clarification staff said would reduce delay while staff completes logo approvals for recognition elements on the turf.
Commissioners also pressed staff about other seasonal services. Mr. Drake said dog-park water and some exposed fountains and restrooms remain winterized because of recent overnight freezes and that staff expects to turn those services on once several nights of warmer temperatures pass, likely later in the week.
The board did not take formal action beyond noting the procurement steps; staff will bring finalized contract documentation forward and proceed with installation once approvals and the turf contract are in place.
