County advances voice-dispatch upgrade, pushes 911 governance study and approves transfer plan for Manchester Fire District

Emergency Services Director Gary Crumpler reported that the countys voice-dispatch upgrade has reached a technical milestone: recorded public-voice alerts now play across radio consoles. "The voice now officially comes over the radio," Crumpler said after a recent vendor visit, and officials said that phase-one station tests are complete while CAD integration remains a vendor-scheduled task.
Commissioners asked for a public communications strategy around the new capability; Commissioner Tyson moved, and the board unanimously agreed, to ask the manager to work with Communications to publicize the enhancement when go-live nears.
911 governance: manager to craft proposal for April joint meeting
County Manager Greer outlined a policy recommendation and asked staff to prepare a formal offer for Fairville (the city) to consider administrative consolidation or joint governance of 911. Greer cited a county-conducted survey showing strong public support for joint or county governance and argued that centralized administration would improve coordination for mental-health responses, dispatch continuity and shared infrastructure.
The board directed the manager to produce a cost framework that separates a baseline level of duty (the essential dispatch call-taking and routing) from enhanced services (specialized mental-health response, expanded co-resourcing) and to seek the city managers input. Commissioners set a return deadline: the county manager will report findings and any draft agreement by the April 13 board meeting (or earlier by email if available) so an April joint session with the city can be scheduled. If the city does not respond, staff will report that status to the board.
Manchester Fire District: transfer to Spring Lake approved
After a multi-week negotiation, the board approved terms that would transfer fire protection for the Manchester Fire District to the Town of Spring Lake effective July 1, 2026. The draft agreement presented to the board included an immediate $50,000 payment, mutual-aid activation for the district, and a guaranteed funding floor that the county manager described during the meeting; board members asked the manager to negotiate additional consideration for West Area Fire Department equipment purchases that will be affected by the transition.
Commissioner Tyson moved the plan with those conditions and asked the manager to draft the formal contract; the motion carried without opposition.
