Transit staff told the committee that WisDOT offered a $500,000 allocation (originally assigned to La Crosse County) that could be applied toward procurement, and that a fully electric full‑size transit bus was quoted at about $1 million. "This is 85% reimbursement," the staff member said, describing the expected federal/state match and why the county must temporarily front the balance.
Staff said the carry‑forward would use capital funds already in the current budget cycle and that final reimbursement would reduce the county's net cost. The committee voted to forward the approved carry‑forward to the county board for processing.
Committee members asked about financing options and local share; staff said the local share on a full electric bus would be substantial and described a roughly $245,000 local‑share scenario tied to the improved match rate available if the county accepts the additional allocation. Staff also noted prior down payments already made on the buses and said the carry‑forward request was intended to finish the purchase rather than create new long‑term obligations.
The committee scheduled follow‑up work at its April meeting to finalize Title VI materials and advertising related to new service assets. The motion to carry forward the funds will be included in county board materials as the next step in the purchase process.
