Ray Mass elected chair as Red Bank zoning board reorganizes for 2026

Ray Mass was elected chair of the Red Bank Zoning Board of Adjustment on Jan. 15 as the board completed its annual reorganization and swore in new members for 2026.

At the start of the meeting the board administered the oath to newly appointed members Jonathan Gilde, Anna Cruz, Eugene Horowitz, Chris Havens, Dorothy Serillo and Rebecca Flynn. Shauna Ebanks was confirmed as acting board secretary to manage meeting notices and records for the year.

The board nominated and confirmed its slate of officers and professionals for 2026. After nominations and roll-call votes, the board appointed Ray Mass chair and selected a vice chair. The board also confirmed Kevin Kennedy as board attorney, TNM as the board engineer and designated CMA as the conflict engineer; a named conflict counsel was also approved. The River Times and Asbury Park publications were designated as the board’s official newspapers for public notices.

"I've been fortunate enough to have this position for a number of years and I'm still very honored to have it," said Ray Mass after the vote, thanking colleagues and expressing optimism for the year ahead.

Board members recorded votes or abstentions where appropriate. The board approved its 2026 meeting calendar and approved minutes from prior meetings; newly sworn members abstained from regular meeting minutes for Dec. 5, 2025 because they were not present at that session.

The reorganizational actions clear the way for the board to proceed this year with its regular agenda and with counsel and engineering resources in place.

The board moved into executive session later in the meeting and then adjourned the public session.
