Council adopts bond and taxi ordinances, reintroduces resident-only parking ordinance

The Hackensack City Council on Dec. 16 took several formal actions affecting capital funding and local regulations.

Ordinance 47-2025 (final adoption) — Bond ordinance: The council adopted on final reading a bond ordinance providing an appropriation of $1,320,000 for various capital improvements and authorizing $1,254,000 in bonds or notes. During a public hearing no members of the public opposed the measure; a council member asked about the city's bond rating and staff said the rating is Standard & Poor's A-2 (double A2) and the city will initially fund with notes and later issue serial bonds.

Ordinance 48-2025 (final adoption) — Taxi insurance: The council adopted amendments to Chapter 155 of the municipal code to update taxi insurance requirements to reflect current regulations; no public comment was offered on this ordinance.

Ordinance 25-2025 (first reading) — Resident-only overnight parking: Council reintroduced and passed Ordinance 25-2025 on first reading, adding resident-only overnight (2 a.m. to 6 a.m.) parking areas on listed streets; the ordinance is scheduled for final passage at the Jan. 6, 2026 meeting at 5:30 p.m. and will be subject to public comment at that time.

Consent agenda and resolutions: The council adopted the consent agenda with several items pulled for separate votes; resolutions 483-25, 504-25 and 505-25 were voted on separately. One vote recorded an abstention; the minutes reflect motions, seconds and voice votes but do not include a roll-call tally by name for every action in the transcript.

The actions taken will allow the city to proceed with planned capital improvements, update taxi insurance regulation, and continue the public process on resident-only parking.
