Commission conditionally approves garage replacement and detailed erosion-control plan at 740 Lake Drive

The Winchester Inland Wetlands & Watercourses Commission conditionally approved application 26-1 for 740 Lake Drive, accepting the applicants’ water-quality plan for removing an existing two-car garage and constructing a new attached garage and breezeway.
Owners Mark and Jill Ricky presented a detailed erosion and sediment-control plan that calls for gutters routed through rain-head filters into two engineered dry wells (described as 4-foot diameter by about 6 feet deep), three rain gardens sited to intercept roadway runoff, and pre-filled silt socks to slow and filter runoff during construction. The applicants said the combined roof area for the three structures is about 2,400 square feet and that their plan reduces impervious coverage from 51.2% to 48.8%.
Mark Ricky described how gutters, perforated PVC discharge lines and gravel-lined trenches will connect rooftop runoff to dry wells: “The last 10 ft of the PVC pipe will be perforated and placed in a trench lined with landscape fabric and large diameter gravel,” he said. He also described sizing and runoff calculations used to design the dry wells and stated the plan was prepared with assistance from a local engineer and site contractors.
Commission staff and members asked technical questions about roof pitch, catch basins, and observation/cleanout access to the dry wells; commissioners supported a conditional approval to avoid requiring the applicants to return for a second meeting while making approval contingent on any necessary Zoning Board of Appeals (ZBA) or other approvals. The commission required a $1,500 bond and asked staff to formalize the condition that approval should be withdrawn automatically if required ZBA approvals are not granted.
The commission moved and voted unanimously to grant conditional approval with the stated bond and ZBA condition. Staff will follow up on site-engineering submittals and confirm bond placement before construction starts.
