Commission approves home-raising at 154 East Wakefield Boulevard with $2,500 bond

The Winchester Inland Wetlands & Watercourses Commission on Feb. 18 approved application IWWC25-41, allowing the owner at 154 East Wakefield Boulevard to raise an existing house approximately 4 feet and alter the foundation, contingent on a $2,500 performance bond.
The applicant, Anthony Matthews of D'Angelo Building Company, told the commission the work will begin after winter conditions abate: “When the snow is gone,” he said, and added that most work will proceed from the interior outward to limit disturbance to the site and neighbors.
Commissioners noted the lot is tight and urged care to avoid impacting adjacent properties. Commissioner Russ Davenport recused himself from consideration of the item because it is part of his work; the recusal was entered into the record. The commission moved, seconded and voted unanimously to approve the permit and directed staff to confirm the $2,500 bond is posted before construction begins.
The approval covers the wetlands-related aspects of the project; the applicant must still meet any other local or state permitting requirements before starting physical work. The commission asked the applicant to notify staff the day work will begin so staff can observe compliance.
