Planning staff updated the Carpinteria City Architectural Review Board on March 12 about several development items: a garage reorientation at 445 Latimer Lane, the Carpinteria Avenue mixed‑use project nearing occupancy, and a proposed ARB site tour to inspect how board comments were implemented on the built project.
Hunter McGrath returned with revised elevations, color chips and material boards for a previously reviewed garage reorientation at 445 Latimer Lane; board members said the updated materials clarified color choices and had no objections. Staff said the applicant will resubmit for building permits and that ARB comments would be noted in the permit package.
Staff then provided a photographic update on the Carpinteria Avenue mixed‑use project, showing housing along Ninth Street, courtyard planting, an interior restaurant fit‑out, parking garage conditions including electric‑vehicle charging stations, and planned green‑wall plantings on poured‑concrete facades. Staff said the project team is close to submitting for certificates of occupancy; construction and tenant improvement work continues in parts of the development.
Members discussed egress and the relationship of a portion of second‑story commercial space converted to a hotel, and staff said circulation and parking remain in compliance with approved plans. The board supported arranging an in‑person site tour to observe materials, color palettes and circulation in context before final close‑out; staff will coordinate dates and bring the original color board and architectural plans for reference.
Staff also noted the Verizon clock tower application is on hold while the applicant explores alternate locations and will likely request a continuance to June.
Next steps: staff will coordinate an ARB site tour and track permit resubmissions and outstanding exterior items (street‑light replacement and final sign applications) prior to issuance of final occupancy.
