Council introduces zoning-code amendment to align notices, ease PAD rules, remove Art Deco overlay and allow some cosmetology uses

The Inglewood City Council introduced an ordinance approving Zoning Code Amendment 25-00002 after a staff presentation outlining four proposed changes to the municipal code.
Acting Planning Manager Arturo Salazar said staff had “identified provisions within the Inglewood Municipal Code that are outdated, ambiguous, or obsolete” and recommended amendments. The staff proposal would extend city noticing timelines for zoning ordinances from 10 days to 20 days to conform with AB 2904 and the California Government Code; lower the citywide minimum site size for Planned Assembly Developments from 25,000 to 20,000 square feet (with discretionary authority for the Development Services director to consider sites as small as 15,000 square feet); remove an existing Art Deco overlay in specified areas to reduce design-review requirements for minor work and encourage redevelopment along Manchester and Crenshaw boulevards; and reintroduce cosmetology uses (barber shops, beauty salons, nail salons and similar services) as permitted uses in HC and MU zoning districts while retaining a 300-foot separation requirement to manage concentration through the SUP process.
After the presentation the council opened the hearing for public comment, heard none, and a councilmember moved and a second was recorded to proceed. A roll-call vote showed affirmative votes from Councilwoman Gray, Councilman Padilla, Councilman Morales and the mayor; the mayor stated he would introduce the ordinance approving Zoning Code Amendment 25-00002.
The amendments are intended to standardize noticing procedures, give planning staff more flexibility on smaller PAD sites, reduce minor-design barriers in the former Art Deco overlay, and allow neighborhood-serving cosmetology businesses while maintaining a separation rule. The ordinance was introduced for further processing; the council did not take final-adoption action at this meeting.
