PAUSD trustees debate acceleration, appropriate placement and how to measure outcomes

Trustees at the April 29 special study session debated competing visions for academic goals in the PAUSD Promise: should the district emphasize bringing every student to baseline grade-level standards, or prioritize expanded acceleration and individualized pathways?
Staff urged the board to frame final goals as measurable outcomes rather than specifications of inputs. Dr. Austin gave an example outcome—‘‘all students at or above standard grade level in fifth grade in math as measured by the CASP’’—and trustees discussed which assessments and benchmark transition points (fifth, sixth, eighth and ninth grades were suggested) would be most useful for tracking progress.
Some trustees warned that middle-school acceleration practices (several trustees noted multi-year acceleration in math) risk pushing younger students into courses that may not align with social-emotional readiness. Others advocated for clearer measures of ‘‘appropriate placement’’—measuring access (opportunities offered), enrollment (taking advantage of those opportunities), and performance (success once enrolled).
Trustees also debated an aspirational idea raised in the session: whether elements of an individualized-education model (an IEP-like plan for every student) are feasible and how such a philosophy would affect budgeting and prioritization. Board members agreed these trade-offs should be clarified in the Promise and noted staff would present draft language and KPIs at the May 13 meeting.
