Lynwood Unified board votes 5–0 to join amicus brief against ICE, appoints Roosevelt principal and approves job descriptions

The Lynwood Unified School District board on Sept. 11 voted unanimously to take three formal actions: join an amicus curiae brief in a federal case addressing ICE enforcement practices, appoint a new elementary-school principal, and approve several consent and personnel items including a multilingual instructional-lead job description.
Counsel reported the board voted 5–0 to join as amicus curiae in Vasquez Perdomo v. Noom (Case No. 254312, Ninth Circuit, July 13, 2025). According to the readout, the district’s participation in the brief is intended to oppose racial and ethnic profiling and warrantless searches by ICE. "The district will be joining a lawsuit that seeks to stop ICE from engaging in racial and ethnic profiling and to stop ICE from making warrantless searches in violation of the United States Constitution," counsel stated during the report out of closed session.
Trustees also appointed Blanca Montes as principal at Roosevelt Elementary School by a 5–0 vote. The appointment was announced during the closed-session readout and met with applause.
On routine business, the board opened and closed a public hearing on the sufficiency of instructional materials for 2025–26 with no speakers and approved that item 5–0. The board also approved the Aug. 28 minutes and a human-resources resolution by unanimous votes. During consent-agenda discussion, members discussed item 14B5 (a job description for a multilingual instructional-lead position) and confirmed that the role will support English-learner services, newcomer students and dual-language programs; the board approved the amended consent items 5–0.
Public commenters addressed the hiring priorities and bargaining updates. Martina Rodriguez urged that the new multilingual instructional-lead hire support dual-language and newcomer students; Kimberly Kirkley, a TK teacher and LTA bargaining-team member, thanked the district for progress at the bargaining table and called the tentative agreement "historic wins" for members and families.
Next steps: the district will implement the personnel actions and proceed with filling the multilingual instructional-lead position under the approved job description.
