Onslow County approves phased airport parking expansion, signs design contract amendment

Onslow County commissioners approved an amended airport parking redevelopment project ordinance and a design contract amendment for the Albert J. Ellis Airport on April 6.
Airport Director Mitch Sprunger told the board a recent terminal parking study evaluated existing conditions and three design alternatives. Staff recommended a phased approach that expands paved parking capacity while minimizing passenger disruption and improves lighting, wayfinding and canopies.
The board also approved RSNH Architects, Engineers & Planners’ task-order amendment to produce 100% construction plans for phases one and two, conduct geotechnical services, handle environmental permitting and provide bidding support. The amendment amount is $453,450; staff said the work will be funded through the North Carolina Department of Transportation Airport Improvement Program and will not use local tax dollars.
Sprunger said airport parking is the airport’s largest source of operating revenue and that the lot operates near capacity at peak times, supporting the case for phased expansion and design work. The board approved the ordinance and the RSNH amendment and authorized the chairman to sign the necessary documents.
Per staff, further design and construction timing will depend on funding availability and permitting outcomes.
