Apple Valley classified and certificated unions press board for FICMAT review; trustees authorize fiscal health analysis
Summary
Union leaders representing classified employees and teachers told the board they had lost trust in district bargaining and urged an independent Fiscal Crisis & Management Assistance Team review. JC Scott, president of California School Employees Association Chapter 828, told the Apple Valley Unified School District Board that classified staff were "betrayed, concerned, and disrespected" by the district's recent bargaining process. Scott said the district created a "ticking clock" that pressured members into voting for a health-and-welfare package they viewed as inadequate and called the bargaining conduct "brinkmanship." He said the May cost-of-living adjustment of 2.3% was insufficient given rising costs and that members fear the district's next moves would harm employees' pay and benefits.
Karen Sabers, president of the Apple Valley Unified Teachers Association, echoed those concerns and said certificated staff feel undervalued compared with neighboring districts. Both union leaders told the board they support a Fiscal Crisis & Management Assistance Team (FICMAT) review to provide an independent assessment of district finances.
Why it matters: Several speakers tied staffing and benefits decisions to retention and school operations. Trustees heard that unresolved bargaining dynamics could accelerate staff departures, weakening services for students.
What the board did: After discussion of scope and cost, trustees authorized a fiscal health risk analysis by FICMAT with a not-to-exceed cost of $23,000. The scope, as presented, includes document review, interviews, a site visit, and the application of FICMAT's 20-factor fiscal health risk analysis to produce a risk rating and recommendations. The board voted to approve the agreement by roll call (motion by Trustee Tucker; second by Trustee Longshore); the vote was unanimous.
Implementation and next steps: Administration said the analysis will require document production and interviews with district staff and recommended steps to schedule the FICMAT site visit. The report will return to the board when complete. Trustees emphasized the review is analytic, not forensic: it is designed to identify fiscal risk factors and recommend next steps rather than perform a forensic audit of past transactions.
Voices from the meeting: Scott said, "This wasn't bargaining. It was brinkmanship," summarizing the unions' frustration. Sabers urged an objective review, saying, "It's time. It's time to get a clear, objective understanding of the financial challenges facing ABUSD." The board's authorization opens the way for an independent assessment of the district's fiscal health.
Outcome: FICMAT contract authorized; district staff to coordinate document requests and scheduling for the analysis.
