Board reallocates special-district revenue; agrees to restore funds and direct $1.5M toward road resurfacing

Brevard County commissioners debated how to allocate additional special-district and MSTU (Municipal Service Taxing Unit) revenues created when the board raised those levies in the prior year's budget cycle. Staff presented four options: restore previously cut projects, return projects but offset with general-fund cuts, reallocate funds broadly, or another board-directed approach.
Commissioners discussed priorities. One member said preservation-focused resurfacing work should be restored because preventive maintenance is more cost-effective than full reconstruction. Another commissioner favored splitting additional revenue between parks and a general-fund allocation for roads.
After discussion, a commissioner moved to adopt Option 2 with the transfer of approximately $1,504,410 back to the general fund and direction to apply the returned general-fund portion toward public-works resurfacing needs for this year. The motion was seconded and carried on a recorded voice vote.
Commissioners asked staff to return a list of restored projects and to track how the transferred general-fund dollars are applied to resurfacing priorities. Staff said they understood the board's direction and will provide specific project lists and cost estimates in follow-up reports.
