Commissioners debate $150,000–$200,000 audio/visual overhaul to meet ADA requirements and defer decision

Sumner County commissioners spent an extended portion of the meeting discussing a potential replacement of the county’s audio/visual and livestreaming system intended to bring meetings into closer compliance with the Americans with Disabilities Act. Commissioners and staff said vendor demos were planned and that features under consideration included infrared hearing-assist systems, visual tablets for attendees with low vision, and AI transcription and increased storage for recordings.

A staff presenter and commissioners described the county’s current equipment as “no-go” for full ADA accessibility. Cost estimates provided during the discussion ranged from about $150,000 to $200,000, and commissioners cautioned that the figure could rise if the county needed additional storage or AI-based transcription services. Commissioners also discussed interoperability with equipment purchased in recent years and the possibility of standardizing systems across county rooms to streamline maintenance.

Participants raised operational questions about how assistive devices such as tablets would be distributed during meetings and whether criteria would be needed to ensure availability for people with documented needs rather than general users. Commissioners suggested involving finance and insurance staff in further planning to evaluate cost, liability, and distribution policies.

After discussing the technical scope, cost range, and procedural questions, the commission made and carried a motion to defer the AV/ADA upgrade decision for one month so staff can arrange demos, involve department heads, and provide additional cost and policy details for a future vote.
