Vinton City Council awards lift-station contract, approves multiple construction change orders

Sean, an engineer with Fair Engineering and Environmental, told the council the city received two responsive bids for the lift-station job and recommended Pierce Tobin after that firm’s bid came in about 12.2% below the engineer’s estimate; an alternate bidder, Shake Fry Excavating, was above the engineer estimate. "We still stand by our recommendation for Pierce Tobin to be awarded the contract," Sean said. Council member Tammy moved to approve the resolution awarding the contract; Riley seconded and the motion passed on a roll-call vote with all members recorded as affirmative.
Earlier, councilors approved change order 4.1 for the wastewater treatment plant improvements. Council member Riley moved and a councilor seconded the motion; members raised minor concerns about print wording versus plans but proceeded after staff explained the technical differences. Council also approved change order number five to Roachi Construction for the West First Street reconstruction. Staff said that change includes a deduct item, additional paving for one driveway and compensation for extra concrete quantities encountered in the field; there is not yet a pay estimate associated with the change order. Each measure passed on roll-call votes with all present voting yes.
Why it matters: the contracts and change orders address near-term construction work that affects the city’s wastewater system and street network, and the council recorded formal approvals to authorize staff to proceed. The council asked staff to track pay estimates and to follow up on technical clarifications where needed.
