Vinton approves East Third Street sewer project; bid $25,000 under estimate

The Vinton City Council approved plans, specifications and accepted a low bid for the East Third Street sanitary sewer improvements at its May 2 meeting.
City staff presented the contract documents at a public hearing before the council vote. Sean Luth introduced the project and deferred to the lead designer, Sam (who identified themself as Samurle Bar Graham of the Manchester, Iowa office). Sam said the city received six bids; the apparent low bidder was Raise Excavating (Edgewood area), and the low bid came in roughly $25,000 below the engineer’s estimate. “We had six bidders. Um came in a little over $25,000 under estimate,” Sam said.
The project scope includes a new sewer main, block street curb repairs and some water service work; staff said the work will be surfaced with a new street overlay. The transcript notes a late start date of Sept. 1 and a contract duration of 35 working days, with staff and contractor to coordinate garbage pickup to minimize disruption to residents. Funding for the project will come from the city’s sewer fund and the new sewer rates budgeted for that fund.
Council approved a resolution adopting the plans and a separate resolution accepting the bid and authorizing the contract award. Roll call votes were recorded as affirmative on both measures.
Staff said they will schedule a preconstruction meeting with the contractor to confirm start dates and logistics, and will coordinate with the garbage company to adjust pickup times while work is underway.
