City staff reported to the Vinton City Council on Aug. 28 that the Iowa Department of Natural Resources has accepted the city's grant application for the new water treatment plant and will award $600,000 toward the project.
Mr. Ward reported the grant acceptance to the council and said staff will move ahead with next steps. He also noted a scheduled meeting on Thursday to review the 90% completion of the construction documents for the water plant; Sean (staff) confirmed that the meeting will include a page-by-page review.
Staff provided additional construction updates: lab inspections are nearly complete, the bypass pump is staged for work, and contractors expect mainline work on Third Street to be largely complete by the next day with remaining service connections to follow. The council discussed timing for winter heating equipment installation in a borough building and expressed the need to avoid using newly installed city equipment for contractor construction work.
Why it matters: The $600,000 DNR award contributes to the capital funding for the new water treatment plant, moving the multi-phase project forward. Design and construction sequencing issues noted at the meeting (equipment staging, bypass pumping and service connections) will affect schedule and budget decisions going forward.
Staff will continue to coordinate upcoming plan reviews, construction inspections and contractor scheduling and will report back to the council as milestones are reached.
