On a roll-call vote the change order failed, with multiple council members recorded as voting no. Council directed staff to follow up on compaction reports and inspector oversight before bringing any revised proposal back for consideration.
The decision leaves the project to proceed under the terms already in the contract unless the council later revisits a different restoration plan.
