Wilson County’s finance committee discussed a new workflow for processing hire and promotion pay changes but deferred final approval so staff can address tenure, equity and timing issues raised by members.
Under the proposed procedure, managers would submit a 'half form' to human resources to update the employee roster and Skyward before a promotion or pay change is processed by payroll. The draft sets a ceiling on starting pay (up to step eight of the job grade) and applies a 5% per-grade increase for promotions; staff said the policy aims to prevent roster discrepancies and ensure budget accuracy.
Committee members pressed staff on fairness and practical timing. One member warned that paying different starting rates for the same job could raise legal or equity issues: "Same job, same pay," the member said, urging caution about creating pay disparities. Members also noted that some departments (for example, road crews paid weekly) complicate a single deadline; staff proposed making promotions effective at the start of a pay period and requested two weeks’ lead time so HR can verify accounts and calculations.
Several members asked staff to return with clarified language about how prior service (tenure) affects step placement and with concrete deadlines that work for weekly and biweekly payrolls. The committee voted to defer the item and asked staff to rework the proposal and report back at a future meeting.
