The City Council approved an interim change to Municipal Code §2.470.030 to clarify the Arts & Culture Commission’s role as advisory rather than final approver of cultural funding. Staff said the amendment will align cultural grant administration with the city's standard grant governance model: an expert community review panel (that includes an Arts & Culture Commission representative) will evaluate applications and forward funding recommendations to the Parks & Recreation director, who will sign final approvals during the interim. The staff memo framed the change as a temporary, administrative alignment pending recommendations from Cultural Planning Group LLC, which is developing a broader arts and culture policy framework.
Advocates for expanded clarity and consistency in grant governance — including a representative from Autism Society Ventura County — said clearer roles and transparent procedures will increase access and consistency for applicants. Council voted unanimously to introduce and waive the first reading and to set the ordinance for a second reading at the next available meeting.
