Infrastructure committee approves engineering agreements, bids and architecture contract

Staff said the work will replace aging controllers, add a flashing left-turn arrow at Garfield, improve ADA sidewalk ramps and install audible pedestrian crossing push-buttons to achieve ADA compliance. "The controllers are showing some age," staff member Jeff said, adding several controller components and battery-backup systems have failed.
Committee members discussed whether roundabouts would be a lower-cost or safer alternative. "Is it cheaper to put in a roundabout in some of these and not have lights?" committee member Jimmy asked. Staff responded that roundabouts generally require full intersection reconstruction, new storm sewer and lighting and are typically more expensive in the county's candidates, and estimated remaining service life for the existing signals of roughly 25 years.
The committee also authorized a $15,000 deposit agreement with Keokuk Junction Railroad to review how the Glasford Road phase-one engineering will affect the railroad crossing. Staff said Keokuk Junction requires a deposit for plan review that will be applied to later work or reimbursed at project completion; Hansen is performing the project engineering.
On regional planning, the committee approved its annual PPUATS participation fee of $55,514. Staff noted federal planning funds distributed through PPUATS have supported local projects, including $1.2 million for Glen Avenue.
For township maintenance, the committee accepted low bids for motor-fuel-tax-funded seal coating in multiple townships and recommended a $300,000 appropriation from the township motor fuel tax fund balance to cover unbudgeted costs; corporate bid totals cited in the packet were $1,410,323.66 and $577,587.80, with specific townships listed for each low bidder.
The committee approved a $206,500 architecture and engineering proposal from Dewberry Architects to prepare documents for refurbishment of two courthouse storefronts and vestibules, work that will involve HVAC, electrical and security coordination. Staff estimated Dewberry could deliver a 60% set of documents in roughly 60–90 days if the board approves the contract and schedules permit.
