Planning staff recommends replat to allow duplex at 913 West Chestnut; commission approves

Denison — The Denison Planning and Zoning Commission approved a replat for the property commonly known as 913 West Chestnut on March 10, clearing the way for the construction of a two-family duplex, a planning staff member said.

A planning staff member told the commission the proposal, Case 2026-26 RP, is a replat of parts of lots 24 and 28 and all of lots 25, 26 and 27 in the Miller Second Edition plat and would help the existing nonconforming structure become more conforming. “Staff does recommend approval of the request and I’m present for any questions you may have,” the staff member said.

The staff presentation said the property is zoned for two-family duplexes and that the proposed replat meets the ordinance’s minimum lot size, depth and square-footage requirements for a duplex. The presenter also noted the lot has access to water and sewer but that the existing structure is served by a single meter, and that an additional service connection could require impact fees; staff said it had not completed detailed research about those fees for the applicant.

No members of the public or the applicant spoke at the hearing; the chair asked whether the applicant was present and was told the applicant was not in attendance. After the hearing was closed, a commission member moved to approve the proposed replat report and a second was offered. The commission approved the motion by voice vote; the transcript records affirmative responses but does not record a roll-call or a numerical tally.

The action in the meeting file is recorded as an approval of Case 2026-26 RP. The commission did not request additional information or conditions on the replat during the discussion recorded in the transcript; staff indicated readiness to answer questions and otherwise recommended approval.

The commission completed routine business, including approval of a consent agenda and brief staff updates, and adjourned at 10:03 a.m.
