Rangeley committee narrows bylaws language, says it will identify ordinances for review not rewrite them

The Rangeley Comprehensive Plan Implementation Committee voted unanimously March 23 to change its bylaws so the committee’s role is to prioritize ordinances cited by the comprehensive plan for review and to "note and comment on any known inconsistencies or conflicts," rather than to draft ordinance updates.

The committee debated language in the bylaws that some members read as directing the committee to review and propose ordinance edits. Several members cautioned that detailed drafting is the responsibility of the planning board or an ordinance committee and that this implementation committee should avoid becoming "mired in the details." Committee member Jim moved the wording change and it was seconded; the motion carried without opposition.

Supporters said the narrower wording preserves the committee’s ability to surface potential conflicts between the comprehensive plan and existing ordinances while leaving legal drafting and statutory review to bodies with that mandate. One member summarized the agreed language as prioritizing current ordinances indicated in the comprehensive plan for review and noting known inconsistencies or conflicts to the select board or the appropriate reviewing committee.

The committee instructed staff to prepare the amended text for the select board’s review as part of the formal process. The change was recorded as unanimous, with absent members noted at the start of the meeting.
