The Andover Planning Commission and Board of Zoning Appeals approved a suite of routine land-use actions, including a final plat and three variances, at the Feb. 21 meeting.
Cornerstone Commercial final plat (final PUD): Staff reported outstanding drainage concerns had been addressed and recommended approval. Agent Kobe Petro of C Valley Engineering told commissioners the drainage and minor labeling items had been resolved; the commission voted to approve the final plat and recommended the governing body accept dedications of land for public purposes.
BZA-V26-00002 (duplex development setback variance): Staff said a half-acre parcel impacted by an unusual cul-de-sac right-of-way required front and rear setback relief to allow four duplexes (eight units) while meeting fire-marshalled spacing. The site plan review committee had recommended approval; the board found the five variance criteria met and voted to grant the variance. A resolution will be prepared and made available to the applicant within 45 days.
BZA-B26-00003 (floodplain variance / FEMA map interpretation): The applicant, Dennis Bush, asked the board to approve construction consistent with a corrected flood map that is pending at the county level. Staff reported the primary dwelling was elevated above the base flood elevation, and the board approved the requested variance, noting minimal expected danger to life and property if the site floods.
BZA-V26-00004 (rear-yard setback for pool house): An applicant seeking to install a pool house on a lot near the minimum width asked for a rear-yard setback variance. Staff noted an adjacent neighbor has a preexisting accessory structure in the same location; the board voted to grant the variance.
For each approved BZA case the board said a formal resolution would be prepared and filed with the zoning administrator within 45 days of the hearing; appeal to district court is available within 30 days of the resolution filing.
