Campbell’s City Council on Sept. 16 unanimously approved a multi‑year downtown special event permit for the Campbell Chamber of Commerce’s OctoberFest (scheduled Oct. 18–19) and adopted an amendment to the city’s conflict‑of‑interest code to add the accountant position as a designated filer.
Assistant City Manager Angelique Gaya presented the staff recommendation to approve a multi‑year permit for 2025–2027 with the 2025 event scheduled for Oct. 18–19 and noted the chamber had applied for and staff had approved a fee waiver. Gaya said the multi‑year approach allows the city manager and departments (police, public works, fire) to review and finalize event conditions in subsequent years while maintaining the required public‑safety and code compliance conditions.
Ken Johnson, identified as the chamber’s executive director, said OctoberFest is the chamber’s 30th annual event, expects "tens of thousands" of attendees, and estimated about 20% are Campbell residents while 80% travel from outside the city. He described the event as family friendly and an opportunity to showcase downtown Campbell.
Council then moved and seconded the permit motion; after a roll call all members present voted yes and the motion passed. Council members also moved and seconded a resolution to amend the city’s conflict‑of‑interest code to add the accountant as a designated filer (disclosure categories 1–4), citing the Political Reform Act and the accountant’s role in reconciling investment transactions since the city engaged Chandler Asset Management in 2024. The resolution passed on a unanimous roll call vote.
