The Compton City Council on Nov. 4 approved a professional services agreement and purchase order with Nadlesen Deale Group Inc. for an economic development strategic plan, in an amount not to exceed $143,270.
Council member Darden asked why the selected firm was not the lowest bidder; city procurement staff explained the RFP used a scoring rubric to evaluate responsiveness, capacity and comparative experience. Staff said the selected firm had prior experience on economic development elements for multiple municipalities and had served as a subcontractor on the city’s general plan update, which strengthened its proposal. The staff representative said scoring sheets are available on request.
The council voted by roll call (Doohart yes; Spicer yes; Bowers yes; Darton abstain; Mayor yes) to approve the expenditure. No amendments to the agreement were made on the floor.
Councilmembers asked for transparency on evaluation criteria and scoring; staff said the material could be provided to members. The contract will move forward and the firm is expected to begin work under the terms and timeline in the procurement package.
