County, Eden Housing present 251-unit educator-focused proposal for Wolf Road site; Council hears divided neighborhood on wall openings and emergency access

Santa Clara County and nonprofit developer Eden Housing laid out a two‑phase, 251‑unit affordable housing proposal for a 5‑acre site south of Interstate 280 and west of North Wolf Road at a March 17 study session of the Cupertino City Council. County Deputy Executive Consuel Hernandez said the site was rezoned R4 as a priority housing opportunity and that the current plan meets the city’s density expectations.

Andrea Osgood, Eden Housing’s chief of real estate, described Phase 1 as a 94‑unit educator housing enclave of two‑story townhomes and walk‑up flats restricted to low- and moderate‑income teacher and school staff households. Phase 2 would add 157 units with a range of AMI levels from extremely low to low income. "We are thrilled to be partnering with the county and you on this important site," Osgood said, adding that Eden conducted more than a dozen community events and 30 stakeholder interviews during design.
