Macomb council approves grants, contracts and road/water agreements in routine business

The Macomb City Council on Aug. 4, 2025, approved a series of grants, contracts and agreements during routine business.
The council authorized an agreement with TWWM Inc. for up to $4,000 to assist with applications for the Illinois Safe Routes to School program and approved two Safe Routes grant applications: a $250,000 application for infrastructure projects and a $100,000 application for non-infrastructure projects. Each item had prior review in the public works committee and passed on roll call.
For capital work, the council approved a not-to-exceed $45,000 construction services contract with Crawford, Murphy & Tilly for oversight on the 2025 roadway improvements phase 1; staff said the contract covers on-site inspections, quantity tracking and compaction verification. The council also approved purchase agreements for remote well sites to serve the new municipal water treatment facility with properties purchased from the Elizabeth Anne Wrap Trust and Charles D. Cox Construction Co.; Alderman Dorset summarized approximate locations near West Grant and Cherokee Road.
On housing, the council adopted a resolution to accept a Home Repair and Accessibility Program (HRAP) round-two grant from the Illinois Housing Development Authority for up to $400,000 and approved a funding agreement; staff said the grant—if executed—would be administered by WIRC and is expected to assist approximately six to eight low-income homeowner properties, with an application period anticipated in September or early October.
The council also adopted a resolution requesting temporary closure of Highway 136 at East Carroll Street for the Western Illinois University Homecoming Parade on Oct. 18, 2025, from about 9 a.m. to noon, with detours and signage to follow Illinois Department of Transportation requirements. After routine committee reports and acknowledgments of public-works efforts, the council voted to enter executive session to discuss personnel and property matters.
All listed motions passed by roll call; staff noted prior committee review on many items and said no protests or unresolved objections were on the record.
