The Santa Monica Planning Commission on March 18 approved Consent Item 7B, adopting a revised Condition 28 that requires, before issuance of a building permit, either a copy of a recorded final map or execution of a lot‑line (lot tie) agreement to combine two parcels.
Commissioner Fresco moved approval of the item as revised; the motion was seconded and the commission recorded affirmative votes on the record from Commissioners Fresco and Ree and from Commissioner Wasserman. The chair declared the motion passed.
A neighboring resident and consultant who identified himself as a self‑storage developer raised concerns about access and peak‑period traffic if the project uses a curb cut on 11th Street rather than Olympic Avenue. “My only real concern is it looks like some of the parking access is coming off 11th Street. Is that only ingress or egress as well?” the resident asked.
Kevin Kosal, appearing on behalf of the applicant, told the commission there is an existing curb cut on 11th Street and that transportation staff reviewed the proposal and recommended the 11th Street location. “There is a curb cut on 11th already. There is not a curb cut on Olympic,” Kosal said.
Michael Fonus, the project architect, said Olympic is not an allowable curb‑cut location under mobility guidance and that circulation patterns would still direct exiting traffic onto 11th. He added the nearby self‑storage facility at 20th and Olympic is fully occupied and shows low turnover outside weekends.
Staff read the revised condition into the record before the roll call vote. The revised Condition 28 expands the compliance options for the applicant and is intended to provide flexibility without changing the project's substantive design.
Next steps: The applicant will proceed with submittals required to satisfy the revised Condition 28 prior to building‑permit issuance. The commission did not identify further follow‑up at the meeting.
