County says permits moving for York-area bridge as BRO funding outlook tight

County staff updated the commission on permitting and funding for multiple bridge projects, saying environmental and cultural clearances are advancing for the Northwest 700 bridge near York while the county awaits MoDOT guidance on Local Public Agency (BRO) funding availability.
A county staff member said the threatened-and-endangered-species review is cleared and right-of-way plans are complete; MoDOT approved the required cultural-resource report, which county staff have submitted to the State Historic Preservation Office (SHPO) for its review under the 30-day window. Staff said that once MoDOT returns the A‑date authorization the county can begin right-of-way discussions with property owners.
Staff also noted a pending floodplain development permit that requires a signature from the property owner, Mark Harden. On schedule, staff said they plan to submit Plans, Specifications & Estimates (PS&E) to MoDOT in the fall (September–October), pending outstanding permits and SHPO clearance.
Separately, the staff member warned that the county may face reduced BRO/LPA funding because MoDOT over-obligated money in the prior three rounds and the latest federal highway legislation did not restore all previous program funding. "We’re kind of waiting also to hear what MoDOT’s going to say on how much money there is going to be," the staff member said.
The county also reviewed a list of roughly eight active candidate projects for future BRO applications and identified Northeast 501 over Tebeau Creek as the largest item on the list, roughly 700 feet long and estimated at about 100 days of work.
Staff asked commissioners to review the project list and coordinate with county road staff on priorities for BRO submission when funding becomes available. No formal decisions or funding commitments were recorded during the meeting.
