Parks staff briefs board on restroom permitting, amphitheater work and summer events

Parks staff updated the board on permitting and construction timelines for a number of park improvements and described ongoing planning for summer events.
Staff (Speaker 3) told the board that a restroom submittal for Sunset Hill requires a stamped site plan and state Department of Health approval because the state oversees restroom installations for public facilities. "They reassured him, no, they do have to approve it," the presenter said of the Department of Health exchange. Staff said the application and a site‑plan/engineering stamp are required and that a fee accompanies the submittal.
On the amphitheater, staff reported interior lighting upgrades are largely complete and that road‑widening work to create a 10‑foot trail/drive section for emergency access is scheduled for mid‑April, weather permitting. Staff also reported ongoing outreach to a promoter (Flight Labels/Hometown Jams) to scope a summer concert series and to plan beer gardens that could run through October.
Representatives of partner groups updated the board: Deb Armstrong (Speaker 11), representing the Tractor Club/Northern Indiana Historical Power Association, previewed the tractor show schedule and said the club is interested in coordinating on the handicap wagon and volunteer needs. Railroad volunteers (Speaker 7) outlined scheduled work days for ballasting and railroad‑tie placement and asked the board to help coordinate volunteers and equipment access.
Staff said NIPSCO power service timelines for a campground subproject could allow electrical work and event hookups by June or July if permitting and weather align. The board asked staff to continue coordinating with promoters, utilities and volunteer groups and to return with confirmed dates as they become available.
