Engineering study recommends targeted fixes for Otterman Lake road; presenter eyes LARE grant to cover up to 80%

A consultant and local presenters delivered a summary of a Patriot Engineering and environmental study of the Otterman Lake roadway at the Warren County meeting. The presenter (S8) said the report documents subsurface soil problems and provides a step-by-step engineering remediation plan, including identification of red-flag borings that would require roughly 18 inches of subgrade removal and use of a Geotech product to mitigate organic soils. “It gives the procedure to actually use that product and mitigate any organic materials found in the port systems,” the presenter said.
The presenter told commissioners the report is fee-stamped, cites the borings and regulations, and is sufficient to move the project to an RFP stage without commissioning a separate engineering study. He also discussed funding strategies: TIF and Community Crossing grants were described as possible sources, and the presenter said he had contacted the Indiana Department of Natural Resources about an LARE (Lakes, Areas, Rivers) program that could cover about 80% of the project in qualifying locations. Commissioners asked about timelines and the presenter said federal funding streams typically take longer, while the LARE program and state-level grants could make a near-term funding package more attainable.
