Council approves lot split allowing Prosper Tech expansion on Skinner Drive

Richmond City Council approved a lot-split request to create a 6.328-acre parcel from a 26.83-acre industrial tract on Skinner Drive to accommodate a planned Prosper Tech Machine and Tool facility.
Heidi Devy, co-owner of Prosper Tech, addressed the council and described the company's growth since 2007, its role as a defense and medical parts contractor and its apprenticeship program. "My name is Heidi Devy. I'm a co-owner with my husband Bob of Prosper Tech Machine and Tool," she told the council, adding that the firm currently has "38 or 39 employees" and hopes the new facility will allow it to employ about 75 people.
City staff said the lot split is a routine land division and that the planning commission will review the proposed site plan later in the week. The council moved, seconded and approved the lot-split action; the applicant and staff said they expect to proceed quickly if the planning review is favorable.
Dev y said the company plans to keep its existing location as a second site and to begin construction as soon as approvals allow: "We would like to be in by the end of the year, barring that we're approved on Thursday night... we probably hope to employ about 75 people in the new building." The motion passed on a voice vote.
Next steps: Planning commission will review the site plan; if approved, the applicant will proceed toward closing with Sun Communities and development of the new facility.
